But Cyrus was spotted publicly in South Africa at the beginning of November and is said to be shooting an episode of Black Mirror down there.

Where did that talk start? With local South African outlet IOL, which reported that Avukile Mabombo, the group marketing manager at Protea Hotels by Marriott, told their reporter that Cyrus was in Cape Town to film an episode of the series. Grazia UK and Pop Crave picked up the news, which has yet to be confirmed by Cyrus or Netflix. Cyrus' last acting project was Woody Allen's Amazon series Crisis in Six Screens in 2016.

Black Mirror season 5 is reported by Bloomberg to be coming out in December, which may or may not have Cyrus' episode in it. Netflix is generally very secretive about the show, so it'll likely be some time before Cyrus' maybe-appearance in it is confirmed or shot down.
